I need some help (transaction failed)

Recently, i bought 4 dumps and wrote them to my cards. (JCOP > ATR > X2 > MSR) I have done everything correct, but when i go to the atm and try to cash out it says "TRANSACTION FAILED" even when trying to check the balance?

Could this just be me doing something wrong? or the IST?
i've tried 101 dumps, 201 dumps, 221 dumps.
