I am writing gift card with 521 as service code but when used at pos or gas station pump I get chip read fail messages. I don't understand because it is not a 201. Any thought would be appreciated.

You need JCOP Unfused cards

Right if I was writing a 201(chipped) service code. But the thing is that I am writing a 521 service code which is equivalent to a 101 service code(no chip)
