paypal freinds and family

Hello, I have some stealth Paypal account and when i am trying to send payment from one of them to other as a 'freinds and family' from my paypal balance, I am getting this error, please refer to attachment. But when i am trying to send as a 'goods and service', I am not getting any error it is...
