Yep pretty much, sometimes what happens is when the owner of a cc finds out they've been carded instead of calmly calling the bank and getting a card replacement and filing chargeback without any trouble they absolutely freak out and call the shop in fact if you're stupid enough to hit small shops they will possibly give up all your information such as billing and shipping address and then send someone to your drop including police depending on the country and how they deal with fraud/cybercrime (thus why a smart carder will never use their drop for long).
And ofc once a chargeback hits the drop is blacklisted so you'll never get anything through again to that zip code and house number combination regardless of name account or email cc etc, some systems will also add some extra info to databases for risk assessment so they know that area is general is higher risk now.
