about carding hp.com,problem

These days, I try to carding shopping.hp.com,purchased some giftcard.
and have a few drop In different states.
But time of shipment is always decline.

other than the normal advice, as in, using a rdp from the same state and city as as the card, and using a different computer all the time, theres not much of an advice on the matter.
Maybe try lower amounts

hp.com was the first place I carded a laptop from, way back in the day. I wonder how many times they were carded since then
one more advice I can think of is speak with them over the phone or hire some1 to speak with them over the phone (I recommend mailer-demon from this forum)
