Anyone have luck with Prepaid 101 Dumps like Green Dot and Netspend?

I'm curious about the success rate on these prepaid dumps... Typically, they are used by people who don't have bank accounts. Does that translate to people that don't have money? A CitiBank Visa has a credit limit to draw against but not a Green Dot. This is just me thinking out loud.... Anyone hitting on them?
