f you have a Dynamic IP address , you can make it a quick hack and restart your routeur to change IP , but if you have a static IP you need a VPN or Proxy chaining for better protection

If you're asking then *you* probablly can't (at least not yet). DEpending on what you're doing you'll need at minimum tor, better tor and a vpn (so you get an ip you *can* expose for reverse shells and whatnot. or download a tails liveusb instlal your favorite suite of tools liek metasploit or cobalt strike, change your mac address and hop on the wi-fi of the coffee shop next door.
