Chase dump need help unblocking dump to swipe

I Got a chase dump with 7k and needs to be unblocked what do I need before I call it in to unblock it?

Also dump is from winter Haven I’m in Miami do I need to go up north a little more to smack it or call their bank and tell them put a travel notice on the card to swipe in Miami?
