Help with PayPal’s? Unsure of where to start to get in

Hello all, new around here and pretty new to all this recently got some btc and got a good PayPal with banks and cards attached but have no clue how to get inside of it it’s obviously wanting email or text verification but I know nothing of how to get in I’ve got cookies and everything it came with just need some pointers and also fastest and safest way to empty an account I also bought an empty account to send funds to
