he has a question, how particular are merchants with certain BINs based on the proximity of local branches? thats how BIN's work right?

how reliable are dumps when they're unchecked? how reliable are they when they're checked?

also How quick are webmoney transactions ?

go to a little hole in the wall place like walgreens and see if it goes through then go to your destination and hit for low amounts until it accumulates or if you have your shit together (plastic,id,confidence) then do what you want
