Is EMV carding dead in 2024?

Is EMV carding still possible? Does x2 2.8 work at the moment? What other software is required?

I have obtained all the OLD software (x2 allinone, JCOP english, ATR Tool 2.0) and now I'm told none of it works anymore on ATMs or POS.

So where can I get x2 2.8, and the new ATR software and IST tool? Is there a verified vendor?
