iTunes, your purchase could not be completed

Hello , any one have an idea about this error msg in iTunes, your purchase could not be completed,I tried old accounts too, but it’s same issue , and I contacted apple support but every time they disable my account ,please help me solving this problem.

I have new device and old one too , I was able to make purchase from old device with public ccs and I purchased about 440$ from Swindon and 570 from jazz but now I can’t because of this msg
