Making new gmail accounts(no phone verification)

Hi,
Maybe someone knows how can you register multiple gmail accounts without phone verification, I've noticed that when I install fresh OS, I can make gmail account without phone verification, but after a while phone verification is required. As I understand google somehow tracks my PC and that is the reason why I can't make more accounts. Let me explain what I have already tried to do to bypass this tracking.
First of all, I use vpn + socks5 (every time new), then I use CCtools to change Windows ID, S/N IE,WMP ID, processor name and PC name, then I clean cookies and history with CCleaner. I have even tried to switch user agent and used different browsers but with no success.
Can someone please explain what else could I have done to prevent this tracking? What information are they seeing about my system and what can be done to bypass it?

when you make the registrer you can leave blank it's not required... and when you connect to gmail just ignore the phone verification

No, you misunderstood my post, if you make a new account and they ask for phone verification , then you can't skip it, but if you already have account and then they ask for your phone you can skip this step.
And what I was asking what can you do in order to register without them asking for phone verification.

for this then only way i know is use socks and clean the cookies of browser while you open each an every accounts first of dont logging any other accounts in the same ip that you are using for this registration.. most of the times i got it succeded

On android, create a new account.
They rarely ask for phone numbers to verify!

Use an iPhone. When you add an account to the phone, selecting Google to add a Google account, then when it brings up the Google account login, click on 'create a new account' on the page. It'll bypass the telephone number verification when you click 'skip this step'.
