second order decline

Here's the problem. I buy digital stuff. Make first order and successfuly get it. When make second with same cc, cookies, ip etc. I get decline.
Any ideas why it happens?

it could be so if it was real stuff but I buy digital stuff. It's been sent right at once after purchase. And it doesn't work for the second time. So, it's no time for a call

must be some tipe of antifraud. usualy you buy several thing at once, not single one each time
