Why are the shop owners here allowed to create hundreds of clones and spam fake positive reviews? They're not even hiding it or doing it on the down and low.

For example:

They can't stop it, but they can regularly purge those spam reviews. Discovering fake reviews is relatively simple and unsophisticated. But there is no incentive to do it.

You can, and they'll take action and delete them (usually). That is almost always accompanied by an account ban too.

It's much easier to control it on this scale (small forum) rather than on a Google scale. But like I said, there seems to be little incentive, hence why no action will be taken.

You won't always be able to know for sure whether this is a real review or a fake.
Even Google can't solve this problem completely, you're talking about the forum.

Which part are you not understanding? It's a cat-and-mouse game. Right now, there are only mice here. The forum is infested with fake reviews. And to be clear, I am referring to the obvious fake reviews only, which now constitute the majority (since there is virtually no enforcement).
