Swiper problem

Hey so I was writing my 201's to blank cards without chip but when I try to use them in store it tells me "insert chip, swiping not allowed" at every store I've tried.
What am I doing wrong and how do I get around this problem?

you need to burn the chip and try it 3 times for it to ask for a swipe shit still barely works tho
