Yescard is a smart card, blank originally in which a program and specific data are programmed by a pirate. It behaves like a credit card emulator, it perfectly simulates the operation, except that it accepts any 4-digit code.
These cards can only be used on machines taking into account only the chip: fuel pumps, distributors , ATM , POS

Hackers can generate card numbers randomly. In general, the number and the name given by the card holder is false. In addition, during a transaction, the card must generate a certificate by an 8-byte DES cryptographic computation. Which is obviously strange with Yescard, the chip used does not have the secret PIN needed for MAKE THE TRANSACTION.

You can use any PIN code what you want . The card working with any PIN code what you tape

Thats card was invented in France , and is verry know there , but not to much in the rest of world

Sounds too good to be true, but with the new escrow service it might be worth a shot.
