I tried to hiss several times with DE VBV cards in Germany, but they died an hour later, somewhere after driving. Is there any SMS everywhere?

The same question - are there SMS everywhere? I drove into WU, somewhere 4/5 trans did not reach due to the death of the card in the first 15 minutes after the drive.
