In most cases, you can't.

But, let's say you have fullz or that you collected a lot of info on your target (full name, address, passwords, SSN, MMN etc.) you might have a slight chance at being able to take over their bank account from their website and use it to your liking.

Just look for banks with lower security/fewer checks and you'll be good.
