it is a bad bins that I have for that it asks for a verification or it is because of a bad configuration of iphone ?

my methode I restored iphone to 0 then I put them in USA, then I created an Apple USA account with USA phone number then I downloaded a vpn application it asks me to transfer the account I put a USA address then I download the application vpn then I put usa and I try to put the cc usa and there it asks me to verify the person's email or phone number of the person or contact the bank
