AVS avoidance

In my country (Europe) every transaction done online over 70$ requires phone verification. The only way to change it is with the card holders SSN, password and a physical list of keys - Or call the bank and have luck on my side. I would still like to do virtual carding with websites from my country (shipping, cashout and drops are alot easier).
First question: I would need to find a website without AVS correct?

Second question: I have cc's from the surrounding countries, do I use a proxy close to the cardholders IP or an IP from my country (as if the cardholder is visiting here)?
- I ofc use rdp, clean proxy, vpn, antidetect, clear cookies, etc.
