Does anyone know how to successfully encode track 1 & 2 credit/debit card tracks which have chips using an msr?

Msr is just for magstrip. U need an omnikey for chip. Msr comes with software when you buy it

I guess I was looking for a chip reader, but it seems I need an emv chip reader/writer. I can get/swp crds since I got people, the only problem is when you have to convert chip data...makes sense?

dont worry about chip you will be on an endless journey trying to figure it out.
stick with card not present (online) carding.

there is still ways to physically card without emv at least in the US, though obviously not going to share this with anyone.
get u a nonvbv cc from broly.cc and try hitting lesser known shops. no bestbuy/ebay/g2a or any of that bs, they know the game too and protect against it.
