Bumping thread! At the same time, correcting/updating one point regarding card networks:

Card networks used to do the checks described in the post in 80s. AMEX started checking the authorization requests using Machine Learning (ML) in early '90s itself. Visa and MasterCard started later. But now all card networks use ML. VISA even claims that they check 65k requests per second using ML.

But they also do not decide the outcome, whether to use 3ds check or not. Though the fraud score provided by networks are given to banks, and banks take this fraud score very seriously in their fraud checks. That is, this fraud score has a heavy weight in bank's decision process.

This is what was probably @d0ctrine talking about in his post of 'why your cards decline' as risk-assessment providers. I went through the post and came to know about this.
