I would stay clear of ICQ, learn as much as you can in the forums by asking questions and figure it out for yourself...stay away from the scammers, trust no one. You‘ll get there, he’s right btw, gonna need to have a drop account with a card to transfer the money once it hits ATM limits and time are of the essence.
