How do i convert regular cookie to JSON?

Hello. I have a raw paypal cookie (Cookie: cookie_check=yes; LANG=en_US) that i really need converted to json so i can import it. I searched everywhere for 2 days now. The only site that is supposed to do that is down. Anyone here can help? Thank you
