Is it possible to make fresh verified paypal accounts and sell fake items on ebay that you never intend on sending? If you have seven days to send an item to someone once they buy, couldn't you just spend the money before people start looking to receive their products? Or are you not allowed to spend the money until you send the person their items?
What stops people from selling fake products on Ebay?

If I'm not mistaken, paypal holds your first batch of sales on ebay for 21 days before releasing it. Its hard to get established as a seller on ebay, but once you've jumped the first few hops of building trust, its all free flowing. I don't think its easy for carders.
