You cannot buy a domain name completely anonymously, however, you can approximate it depending on what level of anonymity you want.

Most domain registrars have some kind of basic "whois privacy protection" which will prevent your name and info from appearing in the whois systems. However, if somebody wants to sue you, then all they do is get a court order to hand to the registrar, which then hands over your information.

If you need more private than that, then there are services like njalla which essentially buys the domain for you and holds it, so that you don't own the domain but can still use it. orangewebsite offers a similar service based on Icelandic privacy laws. These are not very cheap though.

But the point is that all domains have to be owned by somebody. The most you can really do is to get a domain through somewhere that will hold that ownership for you. They will know you own the domain. So, it can never be really completely anonymous, just a varying level of anonymous that you are comfortable with.
